Expression of Interest – Assessment Review Commissioner
The Town of Happy Valley-Goose Bay invites expressions of interest, in the form of a proposal, from individuals interested in acting as Assessment Review Commissioner for the 2026 assessment year.
Proposals shall include qualifications, previous experience in assessment review or similar positions and references. Qualified individuals should have a good working knowledge of the principles of assessment and the methods of market evaluation. They should also possess thorough knowledge of the legal principles of administrative law, the conduct of hearings and the interpretation of statutes. Access to a computer, email and the ability to communicate through electronic means are a must.
Pursuant to Section 32 of the Assessment Act, 2006, the Town of Happy Valley-Goose Bay is required to appoint one person as Commissioner to the Assessment Review Commission. The Town of Happy Valley-Goose Bay shall, by resolution, prior to January 31 in a year, appoint a Commissioner.
The Commissioner appointed shall be compensated under the terms negotiated between the Commissioner and the Town of Happy Valley-Goose Bay. Proposals are to be in the form of a cost per residential/recreational appeal and a cost per commercial appeal. The proposal cost will include review commission sittings, typing decisions, recalls, etc, plus HST. Payment will be made for all scheduled appeals, including those that are heard “ex parte”. The Commissioner will be required to submit an invoice before payment is made. Invoices will be paid within 30 days of the invoice date. Proposals should also include the estimated length of time it will take to complete the Assessment Review Commission.
The Commissioner shall hear and determine all appeals from an assessment of real property made pursuant to the Act and shall meet for the hearing of appeals in such places and at such a time as determined throughout the year as may be required by the 14th Council of the Town of Happy Valley-Goose Bay in order to give effect to the provisions of the Act. The time required for conducting the Assessment Review Commission will vary from time to time throughout the year (and from year to year) depending on the number and nature of the appeals. Appeals include residential, recreational and commercial properties.
The Commissioner holds office until he or she resigns or is dismissed.
The Commissioner shall not during his or her term of office:
- Be a member of the council of the Town of Happy Valley-Goose Bay
- Be an employee of the Town of Happy Valley-Goose Bay
- Receive a fee or retainer from the Town of Happy Valley-Goose Bay other than the renumeration provided for under the Assessment Act, 2006.
Where a Commissioner is unable to perform his or her duties due to illness or another cause as determined by the Town of Happy Valley-Goose Bay, the Town of Happy Valley-Goose Bay shall, in the same manner as for appointing a Commisioner, appoint an acting Commissioner to serve in the Commissioner’s place until the Commissioner is able to return to duty.
A Commissioner shall ensure that a record of all proceedings is taken, which may include an electronic record, and shall certify all records taken as true and correct records of the proceedings. A copy of proceedings, where purported to be signed by a Commissioner is, in the absence of evidence to the contrary, proof of the proceedings and shall be received in evidence by a court in the province without proof of the signature of the Commisioner on the proceedings.

Proposals must be submitted on or before December 10, 2025 at 12:00pm (noon).
The Town of Happy Valley-Goose Bay does not bind itself to accept any proposal.
