Labrador Municipalities Unite to Form Labrador Municipal Partnership
MNL supports the communities of Labrador in this new partnership initiative
For Immediate Release
Nov. 5, 2026

The Towns of Happy Valley-Goose Bay, Labrador City, and Wabush are proud to announce the formation of the Labrador Municipal Partnership (LMP), a new collaborative forum dedicated to advancing shared regional priorities and strengthening municipal cooperation across Labrador.
The partnership has been established through a Memorandum of Understanding approved by the three municipalities and will provide a platform for collaboration, information sharing, and collective advocacy on issues that impact communities throughout Labrador.
The creation of the LMP reflects a longstanding tradition of regional cooperation. For many years, the Combined Councils of Labrador played a significant role in bringing municipalities together to advance common interests and advocate for the needs of Labrador residents. While that organization no longer exists, municipal leaders recognized the importance of re-establishing a forum where communities can work together to address regional challenges and opportunities.
The LMP will focus on areas of shared interest including economic development, transportation and infrastructure, housing, power and energy capacity, waste management, healthcare, and social well-being.
The partnership does not replace or diminish the authority of any municipal council. Each municipality retains full autonomy over its decisions, priorities, and advocacy efforts.
Rather, the LMP provides a voluntary framework through which municipalities can collaborate on matters of common regional concern while maintaining their independence.
The LMP is open to all incorporated municipalities within Labrador, and the founding members look forward to working with other communities that may choose to participate in the future.Together, the municipalities of Happy Valley-Goose Bay, Labrador City, and Wabush are committed to strengthening regional cooperation and advancing a shared vision for a prosperous and sustainable Labrador.
“Labrador is entering a period of tremendous opportunity and growth, with major industrial developments occurring today and the potential for significant projects in the future. We know that the economic and social impacts of these developments extend beyond individual municipal boundaries. The Labrador Municipal Partnership provides a way for municipalities to come together, identify common priorities, and ensure our communities have a strong and coordinated voice on issues that matter.” – Mayor Bert Pomeroy, Happy Valley-Goose Bay
“The opportunities before Labrador are significant, but so are the challenges that accompany rapid development. No municipality can address every issue alone. By working together and speaking with one voice where our interests align, we can more effectively advocate for the investments and policy decisions needed to support residents, businesses, and sustainable growth across Labrador.” – Mayor Jordan Brown, Labrador City
“This partnership is built on the understanding that what affects one Labrador municipality often affects us all. Through stronger communication and collaboration, we can share knowledge, support one another, and ensure that Labrador communities are well-positioned to respond to both current and future opportunities. The Labrador Municipal Partnership is an investment in the long-term strength and resilience of our region.” – Mayor Gertie Canning, Wabush.
